What year did Cinco de Mayo begin?

A paper published by the UCLA Center for the Study of Latino Health and Culture states that the day first started in California in response to the resistance to the French rule in Mexico. When Mexican miners in the town of Columbia, California heard news about the resistance, they were so overjoyed that they fired off rifles and fireworks, sang patriotic songs, and made speeches.
