A stakeholder will initiate a change request based on new information. The request will then be reviewed by related IPTs. The team will determine whether the new set of requirements change the initial scope. The change must be appropriate for that particular mission instead of a new project within itself. If so, project management must determine if this is acceptable based on terms of the contract including scheduling and funding. Once the change request is determined to be valid, the request would then be forwarded to a requirements working group that would be comprised of systems engineers that will thoroughly discuss the proposal and access any impact to other requirements.
