Pressure: You use demands, threats, frequent checking, or persistent reminders to influence the person to do what you want. Legitimating tactics: You seek to establish the legitimacy of a request by claiming the authority or right to make it, only verifying that it is consistent with organizational policies, rules, practices, or traditions. Coalition tactics: You seek the aid of others to persuade the target person to do something, or use the support of others as a reason for the target person to agree to your request.

A stakeholder will initiate a change request based on new information. The request will then be reviewed by related IPTs. The team will determine whether the new set of requirements change the initial scope. The change must be appropriate for that particular mission instead of a new project within itself. If so, project management must determine if this is acceptable based on terms of the contract including scheduling and funding. Once the change request is determined to be valid, the request would then be forwarded to a requirements working group that would be comprised of systems engineers that will thoroughly discuss the proposal and access any impact to other requirements. If agreement can be made on the actual necessity functional change, a formal impact and schedule analysis will be prepared. Once the package is prepared, a change configuration board (CCB) meeting is scheduled.
