Like any skin on the body, foreskin can only be stretched and pulled on for so long before it begins to lose the ability to retract and 'shrink back' to normal.
Long foreskin is on the same level with long labia (pussy lips). Either you were born that way, or you have pulled and stretched the skin to the size it is now.

∙ 11y agoWithout going onto the web to look Personally I have seen about 5 MM past the tip of the glans with the penis being flaccid. they can be quite a bit longer though. I would suggest that this coincides with the labia minora in women who have different lengths there as well.
