Depends on the kind of restrictions set onto the account. If it is a General User then no. To check, try to access the User Accounts window. Start -> Run -> control userpasswords2 Then click enter. If you are able to access this screen, then you will be able to create and modify accounts.
What are write persmissions?
If a user has write permissions then that user is able to Delete or Modify that file. In the case of directories it means that user can create, delete, modify files in that folder.
