A rule in a spreadsheet is just what it sounds like - it limits what the user can input. For example, if you were to add a rule from the data validation tab that says values entered into a specified cell can only be whole numbers, and the user tried to enter a decimal then the spreadsheet would disallow the entry (or warn the user depending on what settings you applied when setting the rule.
