I didn't understand that from the film. Mercury is not tuned into an antenna; the crew of Icarus II finds a distress beacon near it and that beacon is no different from any used on Earth similar to those lost at sea.As for making Earth into such a beacon, it is physically impossible. There is no way you can reshape an entire planet to a usable antenna or beacon and let it remain supporting life, much less even remotely similar.
