It consists of a frame carrying several, parallel steel wires wound into an open spring shape, and arranged to press gently against the lower, or snare head, of the drum. Since that head is vibrated in response to the vibrations of the played head, the snare wires rattle against it.
One effect is to smooth a properly-played roll by giving something akin to a glissando from stroke to stroke. It also seems to reduce the lower-pitched components of the drum's sound, and deaden the ringing a bit, so if the drum heads and snares are adjusted correctly the tone is much snappier.
