There is not a standard scale of map. A motorist may use a 4 miles to the inch map, a cyclist use a 1:50 000 map, and a walker use a 1 :25 000 map. A surveyor may use a 6 inches to a mile map. And so on.

How long have map scales been used?

Unless you drew the map at full scale (real world size) all maps use a scaling factor of area of the real world to an area of the map. For example, on a 1:175,000 scale map one cm on the map represents 175,000 cm or 1.75 km (~1 mile) in the real world.

What is the change in the sizes on a map that does not change the shape or accuracy of the map called?

Maps (good ones) show us the shapes as well as the relative size and locations of things. They are a small representation of the real thing, and the map represents a scaling down of all the features that the map represents so they appear in relatively the same way on our map as in reality. In the legend, there will be something that relates the scale of the map, as the map itself is a scaled down version of what actually exists.
