A base does this. The hydroxide (OH-) ion appears in solution. An acid produces hydrogen (or hydronium) ions in solution, and not hydroxide ions.

An alkali produce hydroxide ions (OH-). An acid is the opposite and produces H+ ions. This is also why wate ris neutral because it contains the same number of hydroxide and hydrogen ions and the charges cancel eachother out.
