If a person is appointed to a post or position there is no point in calling them anything other than an appointee.
There are thousands of appointees in every administration.
They were DRAFT appointees
Governors are allowed to remove their appointees with a 2/3 vote from the Senate. However, they cannot remove appointees by a previous governor.
Political Appointees
Most historians claim that Jefferson Davis enjoyed more success with his political appointees to generalships than did President Lincoln. They cite the fact that Davis held his appointees to the same standards as he did with his military appointees. Lincoln, on the other hand gave his political appointees more "slack" concerning their performance in the field.
