Yes, citizens do vote in a Unitary Government. They vote for Parliament. A Unitary System has a strong central government; the states only have the power that the central government gives them.

The head of state is the queen. As she is a monarch, people cannot vote for her. People vote for political parties. Whoever gets to government can choose the prime minister, who would be the head of the main party in government.
The voting age is set by States and the Federal government. In the past, the reason why younger people could not vote is that they had no skin in the system, such as home ownership and a vocation.

A responsible citizen should vote to keep our government ran by "The people" like it is intended to be. To vote responsibly, one must know the laws and how the government system works. If everyone quit caring about learning our government's system nobody would know when the government is doing thing illegally or taking advantage of the citizens.
