There are several systems that fit this description. One is an absolute monarchy, where the king or queen rules and has the final say . (In some monarchies, the king or queen basically are symbolic and do not make the decisions any more, but in other monarchies, the monarch is still in charge.) Another system where one person has total control is a dictatorship, where the dictator can punish anyone who dissents. And some theocracies have a ruler (usually a cleric) with absolute power.
