I remember this one. Basically, a "war" ensues between truckers and pushcart vendors. The book erroneously cites truck traffic as the cause of congestion and excessive traffic in New York City.

In the book, leaders of the three biggest trucking companies develop a plot to take over the streets by eliminating all other forms of traffic off of the streets, and, among others, they target the pushcarts. The pushcart vendors respond by flattening truck tires with "pea tacks" blown through drinking straws. In reality, this plan would have never worked, given the thickness and tread depth of truck tires.
