Togapi evolves with friendship. So you have to make Togepi as happy as possible and then level it up in order for it to evolve. There is no set level.
Togepi evolves into Togetic when its happiness/friendship towards the player is at, or very close to maximum. Togetic then evolves into Togekiss when you use a Shiny Stone on it.

you have to raise its happiness so what i would do is go to the massage lady in veilstone city and GET LOTS OF RIBBONS so you can use the spa in the resort area p.s. to get into the contest hall in the resort area just go to the lady who gives out ribbons every day and reset the time on your ds to 2min before midnight then do that 10 times and bobs your uncle you have 10 ribbons p.s.s. the massage lady in veilstone city is near the game corner. it depends on what you mean by rare, almost all pokemon can be traded ( with some exceptions to those gotten in specail events. also you cannot "trade backwards" or trade pokemon fo a current generation to an older one, but you "trade up" pokemon from older generations to newer ones and between regions that are supported by the same system and both contain the same national dex. this is usually accessable after beating the elite four). in game you can recieve a single starter in both kanto and johto( 1 in the start and another after beating Red on Mt. Sliver(after elite 4 and 16 badges) by talkind to prof. oak). the 3 legendry beasts wander around the region and the 3 legendary birds are found in mt. sliver (moltres), seafoam islands(articuno), and power plant( zapdos). Ho-oh can be obtained as part of the main story line and lugia later (probalbly after the elite 4, i can't remember). Kyogre can be found in the ruined tower near the safri zone after you beat Red and get a blue orb from Mr. pokemon after you get 2nd starter. Rayquaza can also be found if you bring the kyogre and a groudon from ss. latias also wanders around. mew two is in cruelain cave after beat game. the regi-s may also be catchable I dont remember. others are event pokeomn or obtianable by trades. other "one-of-a-kind" pokeomn are evee, tokapi,wynaht, mr. mime/mime jr., the -lees, and few others.
