From about 1935 to 1938 at least 12 and possibly many more, victims began turning up in what was a poor section of Cleveland, OH. The bodies had been beheaded and dismembered, and sometimes cut completely in half. More often than not, the male victims had been castrated. The neighborhood where the victims were found is economicaly depressed and a lot of the population were out of work. In a act of desparation, Eliot Ness had that whole neighborhood burned to the ground. It didn't help catch the killer and the population complaints were quite loud. Ness left office shortly after this case. For Ness, not finding the Torso Killer was an awful way to end a brilliant career in law enforcement.Food For Thought:In Los Angeles CA after World War II a young woman was found cut in half, and left in a vacant lot. Known as the Black Dahlia, there was soon talk of this being the work of the Torso Killer of Cleveland. It was never proved one way or another.
