Traffic analysis is the process of intercepting and examining messages in order to deduce information from patterns in communication. It can be performed even when the messages are encrypted and cannot be decrypted. In general, the greater the number of messages observed, or even intercepted and stored, the more can be inferred from the traffic. Traffic analysis can be performed in the context of military intelligence or counterintelligence, and is a concern in computer security.

Traffic analysis tasks may be supported by dedicated computer software programs, including commercially available programs such as those offered by i2, Visual Analytics, Memex, Orion Scientific, Pacific Northwest National Labs, Genesis EW's GenCOM Suite, SynerScope and others. Advanced traffic analysis techniques may include various forms of social network analysis.

If you mean traffic as in highways, engineers do surveys to measure the traffic flow to decide on what would be the best changes for a street. For instance, If traffic flow is low in a town with a struggling economy, they might want to "diet" the street near businesses and provide on-street parking. Then with the convenience of more parking, maybe more shoppers will come. Or if there is a dangerous intersection, they may do a road survey to help figure out how to reduce the danger. If a 4-way stop has many broadside collisions, then if traffic flow is heavy, they might want to put in an overpass, a "cloverleaf" setup, and merge lanes.
