Simple. A tweener is a computer used to take files from a newer computer and make media for a much older system. For instance, since my primary PC cannot use a 360Kb 5 1/4" floppy drive, I needed to get an older computer that has other drives or peripherals in common to it, and my IBM 5150 Personal Computer. This is the one way to get programs and files from my primary computer to the vintage one. Tweener is a shortened term of "In between computer."

A Tweener user is one who uses a tweener to make software and files available for use on the older system.
