If there are less people willing to vote for it
The Senate can defeat a bill with 51 votes.
Absolutely! The Senate of Canada can not only delay bills, but it can also make any amendments it so chooses, or it can defeat a bill entirely. The House of Commons has no way to pass a bill without the agreement of the Senate. (The only exception is for some types of constitutional amendments, where the Senate has only a suspensive veto of 180 days.)
It will delay or defeat a bill
the senate has to agree on the bill before it goes on.
The bill after every Senate and Delegate has approved or the votes win, the bill then must go to the executive branch.

A bill to raise individual taxes is introduced into senate. The bill is given a number and assigned to the senate budget committee for consideration. The bill is recommended for passage and is debated by the full senate. The senate votes unanimously to pass the bill with no amendments, and bill is sent to the house of representatives.
This tactic is known as a filibuster. It can only be used in the US Senate, not the House of the Representatives (because the House has rules that place limits on the length of debate). Also, if a vast majority of the Senate is in favor of the bill, they can defeat the filibuster with another tactic known as a cloture petition.

The House of the Senate might refuse to assign a number to it.
I am assuming you mean if the 100 members of the Senate were to vote 50 in favor of a bill and 50 against it. In that case, it would be the responsibility of the President of the Senate, who is the Vice President of the United States, to cast the tie breaking vote. Assuming the Vice President voted in favor of the bill, it would pass. By the way, the only time the Vice President is allowed to vote is to break ties.
