A mayor-council plan is a system in which the people elect a mayor. The mayor makes sure that the laws the council makes are carried out. The mayor and the council work together to make sure that the community government keeps running smoothly.

This model of local government gives limited administrative powers to the mayor. A city council also has the power to override the mayor's veto. The mayor's position is weak because the office shares appointive and removal powers over municipal government personnel with the city council.

Most cities have a mayor council form of government. Both the mayor and the council are elected and make decisions that are based on the good of the city.

What were the strength and weakness of each side in the revolution?

A strength of Britain was they had a trained Army. A weakness was they were fighting over something that was completely pointless. The patriots strength was they had people who were dedicated to making themselves free. And a weakness was they didn't have quit as many people or weapons as Britain did. Everyone deserves to be free. (Unless they murdered some one)

Why are weaknesses strengths and strengths weaknesses?

What constitutes a strength or a weakness is subject to criteria (i.e.) you have to hold some standard to determine it). Nothing is purely free, so every action has some sort of cost, or consequence. When people assess a 'strength', there is inevitably some cost to it (so, subject to the criteria, the benefit is the 'strength' and the cost is the 'weakness'). Since people primarily do actions to benefit themselves, everything has a strength and a weakness. By depending on a certain strength, you are exposed to the cost and risk of using it. By being weak, you are not dependent on the source of strength and thus its costs.

What are the weaknesses of argon?

The use of the word "weakness" is purely subjective. Something that may be considered a weakness in some circumstances may be regarded as a strength in others. For example, argon is inert and so does not form compounds. A weakness? But that same property makes it extremely useful for the storage of highly reactive elements. A strength!
