Paid administrative leave is where someone is ordered off duty, but is still paid as if they were working. Sort of like a forced vacation.

Someone accused (but not yet convicted) of a serious crime might be put on paid administrative leave by their employer, because they may be perfectly innocent and the allegations are false, but, should also be removed from the workplace setting until the charges can be confirmed or not.
