Typically, yes, people in France do understand English. France, like most countries in Europe, requires that students learn how to speak English, so most people one might encounter on the street have at least a rudimentary understanding of English. But be warned: you're in France, and they expect YOU to speak French. If you at least try, they'll be very helpful and use their little bit of English to help out with your French. But if you just go up to a French person in France and speak English to him, that's rude, and he will quite probably be rude right back, and serve you right.
