I had the same problem.My radio was not working at all, inside lights and power locks would not work unless the key was in the ignition and in the run position. Radio did not even work if the van was running. It seemed to affect everything that was supposed to work when the key was not in the ignition.I've heard it call the IOD (ignition off draw) circuit or accessory circuit. In the past I had a few electrical problems with my 2001 Caravan and it was connections on the IPM ( Integrated Power Module,this is the under hood fuse box). It is very important that you look deep inside of the IPM. Don't just look at the fuses and relays. I had pulled all the connectors on the bottom of the IPM and all looked great, both at the connectors and the pins.I took the IPM off the van, removed all fuses and relays from the IPM and push on the 4 clips to remove the secondary cover. Under that there is another cover which will expose the actual circuit board. That is where my problem was. 1 pin which had corroded inside the unit and would have never been visible without tearing into it deeper.1 pic shows IPM with fuses/relays removed, then a pic with secondary cover removed, then the circuit bord itself.If you look at the pictures you can see the corroded pin that looked good on the outside of the IPM. I ended up getting a used IPM from the local auto salvage yard for $50. Now all is working fine.
