"MS" isn't a mint mark. It's an abbreviation for the grading term "mint state", which means that a coin is in the same condition as when it left the mint for distribution.
Normally MS is followed by a number from 60 to 70 that indicates how well-struck the coin is. MS-60 is the lowest grade for an uncirculated coin, while an MS-70 is as close to perfection as you can get. In practice very few uncirculated coins qualify as MS-65 or higher.

1943 is not a scarce date for Mercury dimes, even in uncirculated condition. Its value will depend on what mint mark if any is on the back next to the E in ONE, and how well-struck it is. The lowest uncirculated numeric grade is MS-60. As of 02/2009, a dime in that condition it would retail for about $7 with an S mint mark, $5 with a D or no mint mark (= Phila.) For an MS-65 piece, the highest grade you're likely to find in most collections, the values would be $25 for a Philadelphia coin and $29 for one with a D or S mint mark.
