I've not been able to find them in any shops. You'll have to be in one of the higher levels, maybe 20+ or so and when you go on quests or travel, you can get them off the people you kill. That's the only way I've been able to get them. this is kevin2876 and i know how to get elven armor u need to be lvl 15 to get it and i have it on my guy cause i played oblivion since it came out and my guy is lvl 19 dont reall care about lvling up though and i have elven bye going into dzonet cave to get it so i hope u r happy
