Avoiding Static Cling
The first tactic is to never get Static Cling at all. To do this, either jump up right as the spell's cast bar is in it's last quarter, so that you are coming down as the spell finishes. That way you avoid it entirely.
Secondly, you can use Levitate to hover over the ground, making you immune to it. Mind you that the spell needs to be reapplied every time you take damage. In this way, any priest can give the achievement to one player per kill.
Removing Static Cling
Static Cling is a Magic effect, and can be removed by any Dispel, as well as Mass Dispel. Using an immunity effect like Hand of Protection from a Paladin may also remove the debuff, but this ability is on a long cooldown for the encounter.
