In Norway, you always have the right to get enough money to survive with a decent standard of living, no matter if you are unemployed or foreign, a citizenship is not even always required, depending on the situation. Norway is among the top five countries in average income per citizen. This does not mean that Norway is number five, it means that it varies. There are no poor people in Norway that live here legally. No one has to sleep on the streets, according to the Norwegian law. You have the right to have a full education. Norway's good economy is slightly ruined by the fact that Norway is the one most expensive country in the world (product prices), though this isn't really a problem.
Yes and no. Having a dictator does not really change the enconomy of the country. However, generally, dictators produce more efficient governments which can act very quickly. Dictators (socialists and communists mainly) believe in providing standard housing and healthcare, etc to their people. They buy mostly cheap things for the people to reduce costs. However, they also have very powerful beliefs and most dictators control who is rich and poor. By adapting statistics and by eliminating certain people (or destroying types of people, called genocide), the dictator can make the country have rich representatives but really the country's people are still poor. Dictatorships can grow very rapidly economically but the GDP (money for each person) is often very low as only some of the people recieve the benefits of a dictator's rule.
