since there has been so much of inflation in Pakistan going on from musharaf's time and now zardari has added to that (all thanks to him) people hardly meet both their ends now so its hardly possible for the people to help out the needy in days when all they have to think about is taxes and bills. so its duty of govt who is doing all but collecting taxes to help the internally displaced people. also it is govt who gets to receive the AIDS from all around the world which is not for their enjoyment and tours around the globe but to help rehabilitate the displaced people of swat and those areas.
