Figurative language refers to communicating by ways other than through literal meanings. It works on the imagination. An example in 'The Wizard of Oz' is the incident in which Dorothy Gale throws water on the Wicked Witch of the West. The Witch is described as melting away like brown sugar.
The preceding description is an example of the figurative language type that's called a simile. In a simle, something that characterizes one thing is applied to something else. An example is the description of someone as 'dead as a stone' or as 'stone deaf'.
Personification is the application of human qualities to other qualities or things; or the interpretation of a person in terms of specific values. An example of the first definition are the winged monkeys, who have the human ability to talk and think. In the book, for example, they recognize the mark from the protective kiss of the Good Witch of the North on Dorothy Gale's forehead. Additionally, they understand the mark's significance, as the greater power of good over evil. An example of the second definition is the representation of sheer evil in the Wicked Witches of the East and of the West, and of absolute good in Glinda the Good Witch. And a combined example of both definitions is the presentation of the Tin Woodman, the Scarecrow, and the Cowardly Lion. For each one of the three friends is a non-human that's given the human qualities of thinking, talking, standing up straight, planning, improvising, feeling, and dealing with fears and insecurities. And each one of the three friends also is the living, breathing symbol of the quality that's mistakenly believed to be lacking. And so the Tin Woodman represents the heart, and the power of love. For he wants to cause the least harm, and cries over the thought of stepping on an ant. The Scarecrow represents the brain, and the power of thought. For he figures out that Dorothy may not want to eat apples off the ground, because little girls don't like to find and eat green worms in their food! And the Cowardly Lion represents courage, and the power to defend and protectone's family and friends even at one's own risk. For he courageously jumps three times over a deep, wide ditch in order to get his four friends to safety. And he courageously, and singlehandedly scares off a screaming, charging, armed horde of enslaved Winkies to save his four friends.
The glasses that the five friends wear in the Emerald City are metaphors in "The Wizard of Oz."
Specifically, metaphors are symbols. The glasses symbolize a different way of seeing one's environment. For example, the silk dress and the silk neck ribbon that respectively are given to Dorothy Gale and her pet dog Toto before they meet with the Wizard look lush, vibrant emerald green as long as the two wear the mandatory Emerald City glasses. But once divested of the glasses upon leaving the City, the dress and ribbon become pure white in color.
A better understanding of certain qualities is an effect of the use of personification in "The Wizard of Oz."
Specifically, in the original 1900 book edition and the beloved 1939 movie version, Dorothy Gale's traveling companions already have the qualities to which they aspire. For example, the Scarecrow personifies common sense and practical intelligence whereas the Tin Woodman personifies love. These qualities stand out because they are held by non-living characters and therefore their expression is not overshadowed by typical human actions and interactions.

As far as I know there is no character named Sammy, not even the personification of Uncle Sam- fourth of July Man- in Wizard of Oz. If there is no character, logically there would be no song about him.
