"Translucent" means that the light is diffused and scattered when passing through a material; for example, a piece of paper that has been lightly oiled with machine oil, butter or WD-40 will allow a lot of light through. But you wouldn't be able to see anything through it.

"Transparent" indicates that most of the light will pass through the material, and that you can see a clear view of something; for example, a pane of clear glass.
