Nation is the society, the democracy, the people, the geography, the environment, and the state manages the rules dictated by the government. State is the country as viewed by another countries, and nation is the country as viewed by its population.
A country, state or nation that rules itself, not by some other country. It is free, it is independent.
It consists of a group of peoples who have a shared and common history, a culture, a tradition, etc., hence it is a nation. These peoples live within certain defined physical boundaries and are governed by an institution within that region, not by an external group, hence it is a state. Thus, Australia as a whole is considered a nation-state.
The rules of an institution, such as a Christian College are just like the rules of any other institution. Even though the education is decidedly Christian in nature, the rules of the institution apply to all students who attend, regardless of religious affiliation. The rules apply to any student who chooses to attend that particular institution. The rules are based on it first being an educational institution. By choosing to attend the student is agreeing to abide by the rules of the college.
