Water Vapor in the air is measured using a sling psychrometer and the psychometric scale. Also, if you know the humidity and dry bulb temperature, you can use this scale to determine this as well.
On the chart, you are looking for the numbers on the right side... Grains of Water in the air.
Use the meter to get wet bulb temp, and a thermometer to get dry bulb temp. Find where they intersect and go directly right on the scale to find the grains of water.
With the humidity, you will notice it goes from left to right, sweeping upwards in an arc. Find where the dry bulb temp and humidity intersect and once again go directly right to see the grains of water in the air.
You can find this scale with use of Google Image Search for "psychometric scale".
The hygrometer is used to measure water vapor (humidity) in the air.
The humidity is measured by a device called a hygrometer.
Humidity...diigo
We use the hygrometer to measure the watar vapour present in the air but,in some places its known in different names.

That would be Humidity that you're looking for.
Relative humidity
This is called the "relative humidity."
The amount of water actually contained in air compared to the amount it could contain is known as relative humidity.

humidity
Humidity is the amount of water vapor present in the air. The relative humidity is the measure of the amount of water vapor present in the air compared to the amount needed for saturation.
humidity is water vapor in the atmosphere that makes the weather feel hotter than it really is
