"That person's desperation is making her want to scream at somebody."
Desperation can breed a variety of behaviors and feelings that a person would normally avoid. For example, desperation can cause anxiety and panic which can then lead to self-loathing and depression. Desperate, anxious, panicked, and depressed persons can act in ways they often regret later. For example, during a relationship break-up, one or the other person can feel so desperate that they resort to stalking and harassing the person who no longer wants to be in the relationship.
That emotional state is typically referred to as depression. Depression is a mood disorder that can negatively impact a person's thoughts, feelings, and behaviors, leading to persistent feelings of sadness and hopelessness. It can also manifest as a lack of interest or pleasure in activities that were once enjoyable.
Anything is possible in human behavior but to kill because you are lonely would be extremely rare. Perhaps someone who does is lonely due to some type of personality disorder which would be the real reason that a lonely person kills someone.
It's not that it's used to get your ex back more than it is in fixing your desperate feelings. When you break up, you make mistakes by begging, pleading, promising for a better future and that you have changed. When you go no contact, it's better to utilize the time to better your life... workout.. go for a promotion.. reconnect with friendships.. go on trips.. whatever your heart desires to help you grow and stop the feelings of hopelessness. This time is about you and fixing your heart. The relationship as it was is dead and over. 30 to 60 days of you not contacting first is a good plan to accomplish these goals. Then if you feel as if there is a change in you and you want to reconnect.. then by all means do it. You should be stronger, wiser, and have grown where desperation and hopelessness has vanished. A new relationship can be reborn out of the new person. But to answer your question in one sentence? No. It works from inside you to bring that person back to the table.. the one you were that attracted them in the first place.
