A rider is a provision that is attached to a bill that may or may not be related in order to secure passage in congress. Riders are most important when they are attached to a bill that can cause delays in funding to governmental programs that could potentially cause serious problems.
A provision attached to an important bill is an additional clause or requirement that is included in the bill to address a specific issue or concern related to the main purpose of the legislation. Provisions can offer guidance, restrictions, or exceptions to how the bill will be implemented, making sure that all aspects of the issue are covered.
A bill is a proposed law, while a law is a bill that has been approved by the legislative body and signed by the relevant authority. Bills go through the legislative process, including debates, amendments, and votes, before they can become laws.
The US Bill of Rights exists due to the decision of the framers of the constitution in 1783 to codify (make law) a specific list of the most important freedoms which must be safeguarded for the United States of America to begin its life as a constitutional democracy. Therefore, the first 10 amendments to the US Constitution became known as the US Bill of Rights.
