There was no clear-cut system, each city had its own system and rules.or radical democracy

It was a democracy, just like today. People would vote. But, it was a direct democracy, so EVERYONE from EVERYWHERE would get together and vote. Could you imagine us doing that today? That's why we have senators and mayors and stuff - like the senate.
