A cello looks like a large violin. It is usually a deep brown or red, but also can be a light orange. The bow of a cello is a long narrow stick of wood, which is fastened to the the horse hairs which you move across the cello's strings to make a sound. If you are asking about the violin making low sounds, then it can, but not as low as, per say, a stand up bass. If you're asking about loud sounds, then yes. Compared to the other instruments in the orchestra (viola, cello, bass), the violin is the easiest to hear.
