The Giver said "forgive me" because he was asking forgiveness for the pain and suffering he had to inflict on Jonas by transferring painful memories to him as part of his training as the Receiver of Memory. It was a way for him to acknowledge the difficulty of his actions and seek understanding from Jonas.
The Receiver in the community holds the memories of all the community (sad, happy...etc.). And the memories are from generations way before Jonas's. The Giver is the one who passes the memories to Jonas.
The Giver transmits memories, some bad some good, to Jonas. He prepares him for his assignment which is, The Receiver. The receiver receives all the bad memories from the town so the town is not sad. "It is better for one to suffer than all to suffer", The Giver.

Matan (מתן) = gift B'Seter (בסתר) = "in secret," or "anonymous." An anonymous charity providing support so that the recipient is unaware of the source, and the donor is unaware of the recipient. In Judaism, it is considered more pious for the giver and the receiver of charity to be unaware of each other. In this way the giver is giving because he is mandated to (and not to be able to gloat) and the receiver is not embarrassed to take the charity given.
The Receiver's annex was likely designed to be isolated and separated from the rest of the community in order to protect the memories and emotions of the Receiver. This setting allowed for privacy and quiet reflection, creating a safe space for the Receiver to process difficult memories and emotions without external influence or distractions. The peaceful and serene environment may have also been intended to facilitate the Receiver's focus and introspection.
