I'm not a scientist, but the following seems reasonable to me. If your frame of reference is the earth's surface, then it seems clear that an object can have zero velocity and zero acceleration. You could even have non-zero velocity and zero acceleration. What seems impossible is to have zero velocity and non-zero acceleration. When you think of accelaration think of changing velocity. A car moving straight down the highway at a constant speed of 55 mph is neither speeding up nor slowing down. Though it has velocity, there is no change in its velocity so acceleration will be zero. For a car parked on the side of the road, on the other hand, its velocity will be zero but what about its acceleration? Is velocity changing?
