Quite simply, the game doesn't want you to go that way. Find Molida Island on the left area of the Southwestern Sea, then find the shovel there. Near a tree by the cliff there is a secret hole to dig up (if you can't find it, find the four signs on the island and mark them on you map. When you find them draw an "X" and the hole should be where the lines cross). Inside is a route through the fog on the side of the rocks you are on. Copy it to your chart and follow it, you will find the Ghost Ship. After this the cyclone will be out of your way and you will be free to go that way.
