Usually this fan control will only work with fans that has PWM (pulse width modulation). You can tell this if your fan header has 4 (2 for power, 1 for sensing fan speed, and 1 for controlling fan speed) pins instead of 3.
Some computers will also have a throttling feature as well in which it will attempt to reduce your computer's performance in order to reduce the amount of heat it's generating until it reaches a certain temperature point.
