It's the pesticides that are used that are "killing off" or decreasing bee populations. Global warming/climate change may also have something to do with it, but the biggest factor is the use of pesticides.
This depends on the area in which you live. Most Zoning law's require that bee keeping (farming) the land used for it be zoned for farming. Also I would advise against keeping bees near a proximity that could potentially cause your neighbors to get stung. If your neighbors were to get stung and find the bee that stung them and it matched one of yours they could sue you for quite alot of money.
