Linux Mint is the best distro in my opinion because it is easy to use and you can use any desktop environment for it, but really what distribution you use is up to your needs if you have certain needs you might need a different distro.
As for Windows I do not really use windows on any home machines because of viruses and other security problems, but the best release of windows in my opinion is Windows XP because it can still run on older hardware, and it will give new hardware a boost.

Don't use Windows use Linux Ubuntu
with linux you dont have toworriesabout you cp slowing down or malware or viraseus but if you a hard core gammer windows 7 is better and most programs or applications are not compatble with linux
instead of windows you can have linux or mac. they are different, but you will know whats best for you when you try them, linux is free to download.but you need an operating system (windows, mac, linux or any other OS) for the computer to work
Windows or Linux would be the best choice.
Linux.
All Linux distros have about the same capabilities as far as applications go. The key to playing any Windows games on Linux is the installation of Wine. Wine is a library that allows most (though certainly not all) Windows programs to be run on Linux.
This obviously depends what platform your writing your program for, if it's for Linux/BSD/Solaris etc, use Linux. If it's for Windows guess what you use? Windows (Except in some cases using Linux is okay). If it's for... you get the point. Personally, I use Linux.
WIndows Vista or Linux OS would have the best protection.
