There's not a better pokemon. It's about how you raise them, their stats, and what moves they have. It also depends on what you like more and what level they are. If you like fire or ledgendaries, your choice would be Ho-oh. If you prefer rock, then your choice would most likely be Rhyperior. Personally, I prefer Ho-oh because he's a flying pokemon.
