Right now, Human Death Knight. We just don't know that much about the playstyle that Worgen will have. Me personally, i am gonna make a Goblin Death Knight just as soon as i can, gonna call him "shortandmean"
Edit: For raiding, a Worgen Death Knight is usually superior (sprinting, Crit bonus, less affected by Curses) and it's not bad for PvP either.
Humans only provide an expertise bonus on swords which is not very valuable for raiding - but for PvP their racial "Every Man for Himself" is excellent and opens up a trinket slot for you to use.
Their reputation bonus can save time grinding faction rep if you need to - but this is a matter of time and this benefit eventually defeats itself.
You have to create another character and choose to be a worgen or change your race to worgen if your class is compatible with that race.
When Cataclysm is released, the Worgen starting zone will be Gilneas (In Silverpine). The starting area, along with the Goblin starting area, will be phased like the Death Knight starting area in Wrath of the Lich King.
The only reason that the game would not let you choose to be a Worgen is if your account is not upgraded to the Cataclsym level.
