It is always better to get a new laptop rather than a used laptop, assuming you can afford it and that there is no lightly-used laptop available.
Laptops are, like all things, prone to wear and tear. Over time, dust can accumulate in the heatsink, the batter could get weaker, the monitor could be banged up, the hard drive could be nearing the end of its life, keyboard buttons could be messed up, etc. Best just to go for a new laptop.
Although not necessary, it is always advisable to do a backup and recovery on a new laptop even if it will not be used for business files. Electronics are not foolproof and errors can occur. It is better to be safe then sorry.

If you have the original disc(s), just reinstall it on your laptop. Or download it from Limewire using your new laptop. But make sure it's at least 600mb and you can download 2007 Pro, which is much better.

A best new laptop means that a particular laptop is popular. It also means that it has just been introduced to the market and the reviews it has received are better than all other laptops.
It's almost always cheaper to replace the battery because even if it costs you 150 dollars thats still a whole lot cheaper than a new laptop.
