I always tell folks a little scenario which is based on actual experience and some logic. You install a radio type fence where your dog wears a collar. You train the dog with the collar and set up your perimeter and it actually keeps your dog inside the desired area (which doesn't work for some dogs). What is to keep a bigger dog from coming into your yard and killing / injuring your dog? If you have a big dog and you're not worried about that, what is to keep a small child from wandering into your yard and getting bitten / killed by your dog? Some may say, "The parents should have been watching their child better!" I agree, but is that how it will play out in a court of law?
