That depends on what you need, or how much you want to spend. An iPod touch will be less expensive because you will not have to pay for a phone plan, but you will still be able to send emails, listen to music, watch movies, and all that other stuff. If you want to, you can download a free phone app for your iPod touch, and then buy one of those small phone things that go in your ear, and then you will be able to call people very cheaply. the only difference between the two is that the iPhone has a phone, and the iPod touch does not.
