To access anchorage go in the main game and you shoukd get a message from the outcasts asking you to help them. once you get this make it your main quest and head out for them they will take you to the vr sim to access operation anchorage add on. it is intergrated into the main game so it feels more fluid. hope i havnt told you something you already know. :)
