Well in my opinion yes, you can get both kyogre and groundon in emerald. You also have a better strory line and can catch more pokemon from the johto reigon it is also the only way you can get a todadile, cyndaquil or chickorita in the game cart selection, so yes emerald offers more but it is a matter of opinion... My opinion emerald
