It all depends on which style you like. Both are First person shooters. Halo however, has much larger levels with many different vehicles. Plus it has regenerating shields. I'm not turning my back on Timesplitters, however, it has weapons from many different periods, and unlike Halo, you can play with bots on the multiplayer levels. I recommend you try both to decide for yourself.
