Some hairspray. A comb, and gel sometimes!
Instructions:
Wash your hair. Let it dry, and if you hair isn't naturally PIN straight, (which is pretty much almost EVERYONE) you will want to straighten it first. Tease you hair, (Teasing means to use a comb, obviously and comb it back and forth real fast) starting from the ends towards the roots REALLY fast. Pull it up, like Bill's, into spiky strips and 'mold it'. After each, its smart to spray the parts with hairspray. To keep them in place. Keep going until you've got how the look should be.
If it doesn't look look right, it's all good. Just keep workin' on it.

- Wash or spray your hair so it's wet.
- Put hardening wax in it or mousse in it. Use lots of mousse, but only a little hardening wax.
- Let your hair air dry slightly.
- Bend over so your hair is upside down and blow dry it that way. That will give you volume but it will be fluffy
- so then you straighten it upside down as well so it sticks up then tease the roots.
- Apply a very, very, very generous amount of hairspray.
Bill goes through 1-2 bottles a day!

how to make scene hair... it really helps---
step 1: don't brush ur hair a lot!
step 2: get sraightaning iron- make hair straight!
step 3: while u straightening your hair! add massive amount of hair spray! [ buy 3 cans]
step 4: when it looks ready get a fan! don't worry I'll tell u why!
step 5: turn on fan and point twords hair! this will allow the hairspray to dry! and helps lift hair in to place!
leave fan on for 15- 25 min 30 min for maximum hold![i would choose 3o min]

P.S: WARNING: If you're planning on meeting Bill you may not want to do this, b/c he perfers if ppl don't copy his style.
